Bernard has been a member of the Kiwanis Club of Sud Ouest (New Caledonia) since September 1986. He has served as president many times, distinguished secretary and treasurer. As Lieutenant Governor for two (2) consecutive terms in 2003-2005, he received Distinguished Lieutenant Governor Award. He actively serves as the trainer in his Division. At the district level, in addition to the two years that he has served as Governor-Elect, he is the translator at District Conventions and District Board meetings.

Bernard received a life membership in Kiwanis International, a Griffin Fellowship, a Hixson Fellowship and has received his thirty (30) years of service Legion of Honor recognition.
